Quality 90 percent, price 10 percent. Sustainability is also a scored element across the rest of public procurement, which means evaluators on this lot are alert to greenwashing. Claims need the measurement behind them, and a firm whose own carbon reporting is weak will find that noticed.
Who should bid this lot
Environmental and sustainability consultancies, carbon and climate specialists, ecology and natural capital advisers and the sustainability practices of larger firms. Public bodies have statutory net zero and biodiversity duties and a reporting burden that keeps growing, so demand is steady even where capital budgets are not.
The notice flags every RM6399 lot as particularly suitable for SMEs and VCSEs, and caps the framework at 500 suppliers in total. The general rule is to bid the lots you can evidence rather than the lots you would like to hold. Evaluators score depth of evidence per lot, and firms that bid two or three lots properly consistently outperform those that spread thin across six.

The evaluator is scoring whether you can quantify, verify and deliver, and submissions that spend their word count on commitment rather than on tonnes, baselines and verified outcomes score below the ones that do.

Do I need my own carbon reduction plan to bid?
Central government procurements above £5 million require a PPN 006 carbon reduction plan, and a framework of this value and buyer set should be assumed to apply it. Check the ITT conditions on the portal. A sustainability consultancy without a current plan of its own would in any case struggle to be taken seriously on this lot.
