Quality 90 percent, price 10 percent. Finance lots are scored heavily on professional standing and on the quality of the governance and controls evidence, so this is a lot where accreditations, professional body membership and named qualified individuals carry real weight inside the quality score.
Who should bid this lot
Accountancy and advisory firms, financial management consultancies, actuarial and pensions specialists, corporate finance advisers and economics consultancies working with public bodies. Firms regulated or supervised for audit, tax or actuarial work carry an advantage, because the compliance evidence is already in place.
The notice flags every RM6399 lot as particularly suitable for SMEs and VCSEs, and caps the framework at 500 suppliers in total. The general rule is to bid the lots you can evidence rather than the lots you would like to hold. The mistake that loses marks on this lot
Treating a finance bid as an accounting qualifications list. The evaluator knows your partners are qualified. What they want is evidence that your advice changed a public body's financial position, and most finance submissions never state a number.

Does Lot 4 cover external audit?
The CPV codes on Lot 4 include accounting and auditing services, but statutory external audit of public bodies in England is appointed through separate arrangements. Lot 4 is a consultancy lot: financial management, governance, compliance and advisory. Check the Framework Schedule 1 specification before assuming audit appointments flow through it.
Is actuarial and pensions work in scope?
Yes. Actuarial services and pension fund consultancy are listed explicitly in the Lot 4 CPV codes, which makes RM6399 a relevant route for actuarial firms advising local government pension funds and public sector schemes.
How should a smaller advisory firm position against the large accountancy practices?
On evidence of outcomes and on the named team. Quality is 90 percent of the score, and a smaller firm that can show three public bodies whose financial position it demonstrably improved, with the partner who did it named and available, competes directly with a large practice submitting a generic capability.
