How Lot 3 is scored
Award criteria as published on Find a Tender notice 2026/S 000-087183. Confirm the question set and sub-weightings in the ITT on the portal.
Quality 90 percent, price 10 percent. The lot value and the breadth of scope mean this is where the most capable competitors concentrate. The quality response has to be specific about the change delivered, the scale of the organisation and the measured result, because generic transformation language will be read by an evaluator who has seen forty versions of it that week.
Who should bid this lot
Transformation and change consultancies, digital transformation specialists, programme delivery firms and the larger generalist consultancies. At £2 billion this is the largest lot on the framework by a distance and will attract the most bidders. Smaller firms can and do win here, but only with evidence of leading change rather than supporting it.
The notice flags every RM6399 lot as particularly suitable for SMEs and VCSEs, and caps the framework at 500 suppliers in total. The general rule is to bid the lots you can evidence rather than the lots you would like to hold. Evaluators score depth of evidence per lot, and firms that bid two or three lots properly consistently outperform those that spread thin across six.

Programmes where you can state the baseline, the target, the result and the date. Headcount, cost, processing time, service user outcomes and digital adoption are all measurable, and evaluators reward numbers that can be checked. Evidence of benefits realisation after you left, which answers the dependency concern every public buyer has about transformation consultancy. Named programme leads with the certifications and the public sector programmes behind them.
The mistake that loses marks on this lot
Claiming the whole lifecycle. Lot 3 covers strategy through to delivery and outcomes, and firms that in reality do the middle third write as if they do all of it. The evaluator will look for evidence at each stage and mark down where it thins out. Bid the parts you can evidence and explain how you partner for the rest.

Is Lot 3 only for digital transformation?
No. The lot covers complex, large-scale organisational change of any kind. Digital transformation is a major part of the spend, and the CPV codes include IT and software consultancy, but operating model change, service redesign, workforce transformation and financial recovery programmes all sit here.
Can an SME compete on Lot 3 against the large consultancies?
Yes, and the notice flags all ten lots as particularly suitable for SMEs and VCSEs. The competition is on evidence quality, not on headcount. An SME with three programmes it can describe to the number will outscore a large firm that submits a capability statement, because quality is 90 percent of the score.
What does transformation evidence need to include?
Baseline, intervention, result and date, with the client named where permission exists. Evaluators want to see the organisation's position before you started, what you did, what changed and whether it lasted. A programme that reduced a 14 day process to 4 days and held it for a year is evidence. A programme that was delivered on time is a schedule.
