Who should bid this lot
Procurement and commercial consultancies, supply chain specialists, contract management and commercial assurance firms, and procurement-led transformation practices. Demand on this lot is being driven by the Procurement Act 2023, which went live on 24 February 2025 and has left many contracting authorities needing external capacity to run compliant procedures, publish the new notices and manage supplier performance under the Act.
The notice flags every RM6399 lot as particularly suitable for SMEs and VCSEs, and caps the framework at 500 suppliers in total. The general rule is to bid the lots you can evidence rather than the lots you would like to hold. Evaluators score depth of evidence per lot, and firms that bid two or three lots properly consistently outperform those that spread thin across six.

The mistake that loses marks on this lot
Quoting savings without a methodology. Every procurement consultancy claims savings, and an evaluator who runs procurement knows how easily they are inflated. A savings figure with the baseline, the counting rules and the client's sign-off is evidence. A savings figure on its own is marketing, and on a 90 percent quality lot it is marked as such.

Is bid writing for suppliers in scope of Lot 6?
No. Lot 6 is consultancy to contracting authorities on their own procurement and commercial activity. It is the buy side. Supplier-side bid and tender support is not a public sector purchase and is not what this lot procures.
Why is procurement consultancy demand rising?
The Procurement Act 2023 took effect on 24 February 2025 and changed procedures, notices, transparency obligations and supplier management for every contracting authority. Authorities that had not planned for the capacity it needs are buying it in, and Lot 6 is the national route for that.
What evidence will a procurement evaluator test hardest?
Savings claims and procedure compliance. State the baseline and the counting rules for every savings figure, and for every procedure name the type, the regulations it ran under and what was published. A practitioner evaluator will check that your description is possible.
