The Government Commercial Agency published UK4 tender notice 2026/S 000-087183 on Find a Tender at 11:02. The ITT pack opened on the BravoSolution portal. Ten lots, £5 billion excluding VAT, up to 500 suppliers, let under the Procurement Act 2023.

Clarification question deadline
Last moment to submit clarification questions through the portal. Anything you need confirmed about scope, lot boundaries, conditions of participation or the pricing schedule has to be asked by now. Responses are published to all bidders.
2 November 2026

The notice gives 1 June 2027 as the estimated award decision date. Published procurement timetables move, and a framework of this size with up to 500 appointments has a long evaluation.

Framework commences
Estimated contract dates are 24 June 2027 to 23 June 2031, a four year term. Call-off contracts are awarded with or without further competition under Framework Schedule 7.

Do not submit on deadline day
Portal congestion and upload failures on BravoSolution cluster in the final hours before every large CCS and GCA framework closes, and a late submission is not accepted under any circumstances. A ten lot framework with up to 500 suppliers will have a very large number of bidders uploading in the same window. Target 2 November and treat the last week as contingency.
The ten lots and how each is scored
Eight lots are scored 90 percent on quality. Lot 1 is 80 percent price with a £2 million call-off cap, and Lot 10 is 70 percent quality. Each lot has its own page.
How to apply for RM6399
The RM6399 tender is run entirely through the CCS/GCA BravoSolution eSourcing portal at crowncommercialservice.bravosolution.co.uk. Register, express interest in RM6399, and the full ITT pack becomes visible: the Framework Schedule 1 specification, the conditions of participation, the quality questions, the pricing schedules and the customer list that confirms which contracting authorities can buy through the agreement.
Lot selection is the first decision and the one most firms get wrong. The weightings differ by lot, Lot 1 carries a hard £2 million call-off cap, Lots 8 and 9 exclude construction, and every lot is evaluated on evidence specific to it.
