Purpose Built Student Accommodation and Residential Development Tendering
Purpose built student accommodation is bought by three different kinds of client with three different processes. Universities buy under public procurement rules, usually through a construction framework or a regulated competition, and score you on a published matrix. Private developers and PBSA operators buy commercially, from invited lists, with no obligation to publish or to explain. The same building, the same scheme value, and two entirely different submissions. Getting this wrong is the most common reason a capable residential contractor loses PBSA work: a strong private sector pitch submitted into a university competition, or a public sector compliance document sent to a developer.
Who actually buys PBSA work
Universities and higher education institutions are contracting authorities. When they build or refurbish accommodation directly, they procure under the public procurement regime, publish notices where thresholds are met, and evaluate against criteria they have to state in advance. Their estates teams are typically supported by a cost consultant or project manager who writes the tender documents, and the evaluation is often done by a panel that includes estates, finance, residential services and sometimes a student representative.
Private developers and investors are the second buyer. They acquire sites, take planning risk and either sell the completed asset or hold it. They are under no procurement obligation at all. Selection happens through invited tender lists, relationships, and a preconstruction process that tests deliverability and price certainty far more than it tests narrative quality. Many run a two stage process with a preconstruction services agreement, then negotiate the second stage price.
Operators are the third. Some are pure operators managing stock owned by others, some own and operate, and many have nomination agreements with universities. Operators procure differently again: heavy on lifecycle cost, on the practical realities of an annual turnaround between academic years, on FF and E replacement cycles and on whether the building can be cleaned, repaired and re let inside a very short summer window.
Increasingly there are hybrids: a university partners with a developer and an operator under a long lease or a joint venture. The procurement route then depends on who is contracting for the works and whether that party is itself a contracting authority. Establish that on day one. It determines whether you are writing a regulated tender or a commercial proposal, and the two look nothing alike.
Frameworks and routes to market
Most university construction work of any scale reaches the market through a framework rather than a standalone competition. Public sector construction frameworks operated by bodies such as Crown Commercial Service, SCAPE, Pagabo and Procure Partnerships, together with regional and sector arrangements, cover works and associated services across value bands. Higher education also has its own purchasing consortia, including regional bodies and the consortia that serve English, Scottish and Welsh institutions, which run framework agreements for goods, services and sometimes works.
Getting onto the right framework is a separate exercise from winning a project, and it usually happens years earlier. Framework competitions open on a cycle, are heavily contested, and set the value bands and geographies you will be allowed to bid in for the next four years. If you are serious about PBSA, track when the frameworks serving your region and value band expire, and prepare for those competitions rather than waiting for a project notice that may never be openly advertised.
Within a framework, work is awarded either by direct award against stated criteria or by a further competition among appointed suppliers. Further competitions are usually shorter, more technical and more price sensitive than the original framework bid, because capability has already been assessed. Do not recycle the framework submission into the call off. The questions are different and evaluators notice.
Private developer work rarely appears on any portal. It comes from being on a list, and lists are built from completed schemes, from consultants who have seen you deliver, and from direct approach. Which framework or which list is right for a given scheme is a question to answer before writing anything, and where you are unsure, check the buyer's own procurement page and the published notice.
What gets scored on PBSA schemes
Programme certainty dominates. A student accommodation building has a hard deadline that does not move: students arrive in September. A scheme that hands over in November is not late, it is a financial and reputational failure, with rehousing costs and a year of lost income. Evaluators therefore read your programme, your float, your critical path and your history of hitting fixed handover dates with unusual attention. Evidence of delivering to an academic year deadline, with dates, is worth more than any general statement about programme management.
Building safety and fire strategy are now central rather than technical detail. Many PBSA blocks meet the height and use criteria that make them higher risk buildings under the Building Safety Act 2022, which brings the gateway regime, the golden thread of information and duty holder obligations. Responses that treat this as a compliance appendix score badly. Responses that show who holds the duties, how design changes are controlled after gateway approval and how the information record is maintained to handover score well. Confirm the current gateway requirements from the regulator's own guidance, as the detail has been evolving.
Then the scheme specific matters: standardisation and repeatability across hundreds of near identical rooms, offsite and modular approaches where used, acoustic performance between rooms, energy strategy and running cost for a building that is heavily occupied at night and empty for months, and logistics on constrained city centre sites next to occupied buildings. On university schemes add social value, which is commonly weighted and often locally focused, and add the student experience during construction if you are building on a live campus.
Lifecycle and handover round it out. Operators care what a bedroom costs to maintain over twenty years, how quickly a damaged room can be turned around, and whether the building can be cleaned and re let in the summer gap. Contractors who answer only the construction question and ignore the operating years are answering half the brief.
Public university procurement versus private developer selection
A university competition is a written examination with a published mark scheme. Criteria and weightings are stated in advance, evaluators score against them and must be able to justify each score, questions have character limits, clarifications are answered publicly to all bidders, and the award is subject to a standstill period during which an unsuccessful bidder can ask why. That formality is an advantage for a well prepared bidder, because it makes the outcome largely predictable from the documents.
A private developer selection is a commercial negotiation. There may be no scored matrix, no feedback and no obligation to treat bidders equally. Price certainty, the strength of the preconstruction relationship and the credibility of your supply chain do most of the work. The winning submission is usually shorter, more commercial and more direct than anything a university would accept, and it is often decided in meetings rather than in the document.
The failure mode runs both ways. A contractor used to developer work submits a confident, image led document into a university tender and scores poorly because it did not answer the published criteria in the order asked. A contractor used to public work sends a developer a hundred page compliance response full of policy statements and loses to someone who turned up with a deliverable programme and a firm price. Write for the buyer in front of you.
If you have no residential or PBSA delivery record at all and the criteria demand comparable schemes, be realistic. A first PBSA scheme is more likely to come through a joint venture, a subcontract package or a smaller refurbishment than through an open competition for a 500 bed new build. Do universities have to advertise student accommodation contracts?
Universities are generally contracting authorities, so where a works contract meets the relevant threshold the procurement is regulated and a notice is normally published on Find a Tender. Much work is instead called off from an existing framework, which was itself competed and advertised earlier, so no new notice appears. Below threshold rules differ across the UK nations. Check the institution's own procurement pages and the published notice for the route being used.
Which frameworks carry PBSA work?
Public sector construction frameworks operated by bodies such as Crown Commercial Service, SCAPE, Pagabo and Procure Partnerships carry higher education works across value bands, alongside regional arrangements and the higher education purchasing consortia. Which one a given university uses depends on its region, value band and internal policy. Framework coverage and value bands change at each renewal, so confirm the current position from the framework operator's own documentation before planning around it.
How much does the Building Safety Act affect PBSA bids?
Substantially, for blocks meeting the higher risk building criteria on height and use. Expect questions on gateway approvals, duty holder roles, competence, control of design change after approval and the golden thread of information carried through to handover. Treating it as an appendix scores badly. Naming who holds each duty and showing how the information record is maintained scores well. What is the single biggest scoring factor on student accommodation?
Programme certainty against a fixed September handover. Students arrive on a date that cannot move, and late handover means rehousing costs and lost income for a full academic year. Evaluators read programme, float, critical path and your track record of hitting fixed academic year dates more closely than almost anything else. Concrete evidence, with scheme names described without identifying clients, dates and actual handover performance, outperforms general assurances every time.
Should we bid PBSA with no student accommodation record?
Probably not as lead contractor on a large new build where the criteria ask for comparable schemes. You will score poorly on experience regardless of how well you write. Realistic first routes are a joint venture with a firm that holds the record, a significant subcontract package, a refurbishment or a smaller scheme. Build the reference first.
