Subcontracting in tenders

Naming other organisations that will deliver part of a contract while you remain the supplier responsible to the authority. Buyers normally require the intended subcontractors, the proportion of work and sometimes their own compliance evidence to be declared during the procurement.

Also called Supply chain declaration.

What it means in practice

Subcontracting is not a weakness to conceal. Authorities expect it on most substantial contracts and often ask about supply chain management specifically, including payment terms down the chain and how you assure quality you do not perform yourself.

What is scored is control rather than capability alone. How you selected them, how performance is managed, what happens if they fail, and whether the arrangement is a genuine relationship or a name borrowed for the bid. Evaluators are practised at spotting the second.

Where you intend to rely on a subcontractor's capacity or accreditation to meet a selection requirement, that is a different and stricter matter. Authorities generally require evidence of a binding commitment, not an expression of interest.

Where suppliers get caught

Naming a subcontractor you have not spoken to, to fill a capability gap on paper. Authorities do verify, references get checked, and a named partner who did not know they were named is a serious credibility failure rather than an administrative one.

Common questions

Do I have to declare subcontractors in a public tender?

Normally yes. Buyers ask for intended subcontractors and the proportion of work, and where you rely on their capacity or accreditation to qualify they will want evidence of a binding commitment.

Does subcontracting weaken a bid?

Not in itself. Buyers expect it. What weakens a bid is a supply chain presented without evidence of how it was selected and how it is managed, or one assembled for the tender rather than in practice.
