Self-cleaning

The process by which a supplier that would otherwise be excluded demonstrates it has put matters right, so that an authority can still consider its bid. It requires showing what happened, what was done about it, and why it cannot recur. It is evidence, not an assurance.

What it means in practice

Self-cleaning exists because permanent exclusion for a historic failing is disproportionate where the organisation has genuinely changed. It is a real route and it is used successfully.

What it requires is specific. Acknowledgement of the facts rather than a minimising account. Concrete remedial measures, which usually means personnel changes, process changes, external audit or certification, and governance changes. Evidence that those measures are in place and operating, not planned.

Where suppliers get caught

Writing the self-cleaning statement when the tender asks for it. By then the measures either exist or they do not, and you cannot manufacture two years of clean operating history in a fortnight. A supplier with a known issue should be building this evidence file deliberately, well before the next bid.

It can, where the measures are real, documented and independently evidenced. It does not work as a narrative exercise. The test is whether an authority can point to evidence justifying its decision to include you.

Who should write a self-cleaning declaration?

It should be assembled by whoever holds the governance record, with legal input, and signed at director level. It is a legal declaration about the organisation and it will be read as one.
