E-tendering portal

The system through which a contracting authority issues tender documents, receives clarification questions and accepts submissions. Common UK examples include Jaggaer, Atamis, Proactis, In-tend and Delta. Registration is required before you can access documents, and submissions close at the stated time regardless of upload problems.

Also called Procurement portal, E-sourcing portal.

What it means in practice

The portal is an administrative obstacle that ends more bids than poor writing does. Registration is rarely instant, approval can take days, and the account has to be in the correct legal entity with the right person able to submit.

Upload behaviour varies and none of it is forgiving. File size limits, permitted formats, mandatory fields, and a submission that is not complete until a final confirm step that suppliers miss. A document uploaded but not submitted is not a submission.

Build in a buffer. Submitting twenty-four hours early is normal practice among suppliers who bid regularly, and it exists precisely because portals fail at the deadline when every bidder in the country is uploading at once.

Where suppliers get caught

Leaving registration until the week of the deadline. Approval is not instant and cannot be accelerated by explaining the urgency. Register the moment you see the opportunity, before you have even decided whether to bid.

Common questions

What happens if the portal fails at the deadline?

The deadline generally stands. Authorities are constrained in how far they can extend without affecting fairness, and the answer is almost always that you should have submitted earlier. Plan to submit a day ahead.

Do I need a separate account for each portal?

Usually yes, and often a separate registration per authority even on the same platform. Keep a register of your accounts, the entity they are held in and who can submit, because losing access to an account at deadline is a common and avoidable failure.
