Compliance matrix

A working document listing every requirement in a tender, with its weighting, word or character limit, the evidence needed, the owner and the deadline. It is the control document for a bid and the single cheapest way to avoid losing on something administrative rather than something substantive.

What it means in practice

Every tender pack scatters its requirements across several documents. The instructions to tenderers hold the format rules, the specification holds the technical requirements, the evaluation section holds the weightings, and the response templates hold the limits. No single document contains all of it.

The matrix pulls them into one place. One row per requirement, with where it came from, what it is worth, what evidence answers it, who is producing that evidence and when it is due.

The discipline it enforces is that nothing is finished until every row is closed. Bids are routinely submitted with a requirement unanswered because it was mentioned once in the specification and never appeared in a response template. That is an avoidable loss and the matrix is what avoids it.

It also makes the evidence gaps visible early, while there is still time to do something about them. A row that says we need three comparable references and we have two is a problem on day two and a disaster on day twenty.

Where suppliers get caught

Building the matrix from the response templates alone. The templates tell you what to fill in, not what the specification requires you to demonstrate. Requirements stated only in the specification are the ones that go unanswered, and they are scored.
