The three lots
This is a reopening, so the framework already exists and the exercise adds providers to it. The lots are funded directly by the ICB for people eligible for health funding: Continuing Healthcare, section 117 aftercare, transition funding and related streams.
| Lot | Service | Maximum value over the term |
|---|---|---|
| Lot 1 | Live-in Care at Home for All-Ages | £2,757,224 |
| Lot 2 | Complex Care for All-Ages | £56,091,840 |
| Lot 3 | Trusted Assessors for Spot Therapy and Clinical Psychology Provision (SEND) | £2,448,000 |

Lot 2, complex care for adults and children, is 91 percent of the framework by value. It is also the lot where the clinical governance questions are hardest: delegated healthcare tasks, competency sign-off, the escalation path when a package breaks down, and how a provider staffs a one-to-one or two-to-one package safely.
What a framework place is worth
A place on an ICB framework is the route to individual packages: the ICB offers a package to admitted providers and the provider that can staff it, at the framework rate, in the right location, is appointed. It is not a block contract. The commercial question is whether the framework rate covers your cost of delivery at the staffing ratio the package needs, and the right time to test that is before submission, not after the first package is offered.
Because this is a reopening, there is no head start for incumbents on the submission itself, but there is on the evidence: providers already delivering Continuing Healthcare packages in Devon, Plymouth or Torbay can cite outcomes, response times and commissioner feedback that a new entrant cannot. New entrants should lean on the transferable record they do have, such as comparable packages elsewhere, and be exact about how they will recruit locally.
What has to happen before 11 November
Register on Atamis and download the full tender documents this week. The notice summarises the lots, but the questions, weightings, pass or fail requirements and rate card sit in the documents on the portal. Check the CQC registration position for each lot, the staff competency evidence, the clinical governance structure and the insurance levels before drafting a single answer.
Plan for a review round. A framework place held for four years is worth more than a bid written in the last two days, and a portal upload at 11:55 is a risk with no upside.
