The four lots
Haringey is buying one pathway for single adults experiencing homelessness with multiple and complex needs: mental ill health, substance use, trauma and involvement with the criminal justice system. The lots divide the pathway by who is in the building and how intense the support is.
| Lot | Service | Scale | Starts |
|---|---|---|---|
| Lot 1 | Complex Needs Supported Accommodation (Mental Health Focus) | About 20 units | 1 April 2027 |
| Lot 2A | Emergency and Assessment Provision | About 21 units | 1 April 2027 |
| Lot 2B | Complex Needs Supported Accommodation (Co-occurring Substance Use and Mental Health) | About 35 units | 1 April 2027 |
| Lot 3 | Housing First | About 30 units | 1 April 2028 |
Source: Find a Tender notice 100965-2026. Lots 1, 2A and 2B provide high intensity support for up to two years; Lot 3 is flexible long term support to obtain and sustain a tenancy.
The lot you choose depends on the services you run today, not the ones you would like to run. An evaluator reads quality evidence against the lot: a Housing First answer that leans on building-based support will score badly, and a Lot 2B answer that cannot show a working relationship with substance use services will too.
How the 60 percent quality score is won
Quality is the largest single block, and on a pathway like this the questions reward specifics: how a referral becomes a first night, how risk is assessed and reviewed, how a resident moves on and what happens in the first ninety days after they leave, how staff are supported when the work is traumatic, and how you work with the borough's mental health and substance use partners.
The answers that score are written from the current service. Numbers on move-on rates, evictions and abandonments, incident review practice, staff turnover and supervision frequency make a bid credible. Statements of ethos do not.
Social value is 10 percent and Haringey will expect commitments that are local, measurable and owned: employment of residents or lived-experience staff, apprenticeships, spend with local suppliers. Price is 30 percent and should be built from the unit count and staffing model in the specification, with a London Living Wage position that holds across the full term.
What has to happen before 11 November
The clarification window closed at 1pm on 28 October 2026. Re-read every published response against your draft before submission.
Register on the Haringey procurement portal and download the pack this week. Decide the lot on the services you run, collect the evidence (CQC or equivalent registrations where relevant, policies, insurances, accounts, referees, outcomes data) and plan the writing so a review round fits before upload. Upload at least one working day before the deadline: a portal that rejects a file at 12:55 is a bid lost.
