The ten lots
The lots separate the work most fire contractors describe as one business. Remediation works come in a Midlands lot and a national lot. Fire safety consultancy has the same split. Fire doors are divided by product (composite, timber, timber internal) and by whether you supply only or supply and install, which is six lots in all.

A contractor that installs doors and also carries out remediation works should decide early which lots it can evidence from contracts it holds today. The notice flags every lot as suitable for SMEs, but the ITT sets the minimum competence requirements per lot, and a bidder that fails them is not invited to present.
Why half the score is a presentation
For Lot 1a the published weighting is 40 percent price, 50 percent presentation and 10 percent social value. The presentation carries three questions: experience (15 percent), a scenario (20 percent) and the Building Safety Act (15 percent). Tenderers that meet the minimum competence requirements are invited to a one hour Teams session in November or December.
That changes how the written submission should be built. Its job is to clear the competence gate and set up the presentation, so every claim in it should be one you can walk an evaluator through with a named contract, a photograph, a number and a lesson. A written submission full of process description gets you into the room with nothing to say.
The scenario question is the one that separates contractors. It is a live problem handled in real time, and the evaluators are looking for sequencing: what you survey first, what you make safe, what you tell the resident, what you tell the building safety manager, and what you will not do without a competent person signing it off.
What to do between now and 9 November
Clarifications have closed, so the specification as published is the specification. Read the ITT for the competence requirements per lot and decide the lots this week on the certificates you hold today, not the ones in application. FIRAS or IFC for passive fire, BAFE SP203-1 for alarm work, the right door certification scheme for door lots, a recognised assessor register for consultancy, and a SSIP scheme for all of them.
Assemble the evidence in the same week: insurances, accounts, named operatives and their qualifications, contract references with values and dates, your Building Safety Act position, and your social value commitments with an owner, a measure and a date.
Write the submission in the second week and spend the third on the presentation: the experience story, the scenario walkthrough and the Building Safety Act answer, rehearsed against the three published questions with a time limit.
This is one of the live tenders on our fire safety register. The Kent fire safety framework closes first, on 5 November.
Frequently asked questions
When does the EEM0053 fire safety framework close?
At 2pm on Monday 9 November 2026. The original deadline was 2pm on 28 October 2026. Efficiency East Midlands published a tender update on 26 October 2026 stating that the deadline has been extended and the other dates amended to suit the revised timetable (Find a Tender notice 100829-2026).
Are the clarification questions still open on EEM0053?
No. The notice shows clarification questions closed at 2pm on 26 October 2026, the day the extension was published.
Can a small fire door or fire safety company bid EEM0053?
Yes. All ten lots are flagged as suitable for SMEs and VCSEs. The gate is the minimum competence requirement in the ITT for each lot, which is checked before a bidder is invited to present.
How is EEM0053 scored?
For Lot 1a the notice gives price 40 percent, a Teams presentation 50 percent (experience 15, scenario 20, Building Safety Act 15) and social value 10 percent. Read the ITT for the weightings on the lot you intend to bid, as the notice publishes the criteria for Lot 1a in full.
What does EEM0053 replace?
The notice states that EEM is replacing an existing framework which expires in November 2026. Contractors on the current framework will need a place on this one to keep receiving call-offs from EEM members.
Does the framework value appear on the notice?
No. The tender notice does not state a value. An earlier planning notice (025468-2025) estimated £310 million excluding VAT for the passive fire protection framework this process replaces, but that figure relates to the earlier framework and should not be read as the value of EEM0053.
