Pagabo standstill period: what to do with your assessment summary before it ends

For the Pagabo Developer-Led framework the standstill period ends at 23:59 on 15 October 2026. Assessment summaries went out on 5 October, the award notice was published on 6 October, signature is scheduled for 16 October and the framework starts on 19 October. If you were not appointed you have days, not weeks, to decide whether to challenge and what to do next.

A plan for the days that are left
- Day one: read the assessment summary line by line. List every criterion where you scored below the maximum, and note any score that looks wrong or inconsistent with your own submission.
- Day two: compare each low score with what your submission actually said. Mark whether the evaluator missed something that was there, or whether it was never there.
- Day three: take the findings to a procurement solicitor if there is any prospect of a challenge. They will tell you whether the facts support a claim and what the standstill date means for timing.
- Day four onward: put the challenge question aside and plan the route. Appointed firms are about to start call-offs and will be hiring capacity.
What a challenge needs
A challenge needs evidence that the process was applied wrongly, not that you disagree with the score. The strongest grounds are factual errors, an evaluator applying criteria not in the published documents, or inconsistent treatment between bidders. A lower score than you hoped is not, on its own, a ground.

What most suppliers do instead
Most unsuccessful bidders do not challenge. They use the assessment summary to find where they lost marks and aim at the next opportunity. That is a sound decision, as long as the next opportunity has a date. The live frameworks and the supply chain route are set out in the three routes back in.

When does the Pagabo Developer-Led standstill end?
At 23:59 on 15 October 2026, per Find a Tender award notice 094430-2026. The framework agreement is scheduled for signature on 16 October and the term starts on 19 October 2026.
How long is a standstill period under the Procurement Act 2023?
At least eight working days from the date assessment summaries are sent. For the Developer-Led framework, summaries went out on 5 October and the standstill ends on 15 October, which is eight working days.
