Pagabo 2026 framework results: what the award notices actually show

Between 1 and 7 October 2026 Pagabo and YPO reported results for three national frameworks worth about £35bn in advertised value: Developer-Led Schemes (£26bn, 52 firms appointed), Major Works 2026 (up to £5bn, 56 suppliers) and Civil Engineering, Infrastructure and Enabling Works 2026 (£4.29bn, 111 suppliers). Only the Developer-Led notice has been read in full so far. It shows 76 distinct bidders, 52 appointed and 24 who did not make it onto any lot.

What the Developer-Led notice says that the press coverage does not

Award notice 094430-2026, published on 6 October 2026, lists every appointed supplier and, unusually, the number of bids each lot received. Counting distinct organisation identifiers, 76 organisations bid and 52 were appointed. That leaves 24 organisations, 31.6 per cent of bidders, who were not appointed to any of the seven lots.

Measured by lot, the notice records 202 lot bids and 142 appointments, so seven in ten lot bids succeeded. The average bidder entered 2.7 lots, and the average appointed firm holds 2.7 lots. Sixteen firms were appointed to a single lot. Twenty-three hold four or more, and one firm holds six.

76 distinct organisations bid, 52 were appointed and 24 were not appointed to any lot. The lot figures count each bid to each lot, so they exceed the number of organisations.

Where the competition was hardest

The two advisory lots were the toughest to get into. Lot 1 (development consultants) appointed 14 of 29 bidders and Lot 7 (development management) appointed 14 of 31, appointment rates of 48.3 and 45.2 per cent. At the other end, all 10 bidders to Lot 2 (legal providers) were appointed.

The money sits in Lot 6. Development agreements of £50m or more carry £16.45bn of the £26bn advertised, about 63 per cent. A supplier who missed that lot missed most of the framework's value, whatever it won elsewhere.

What the results do not show

No award notice publishes unsuccessful bidders' scores, the quality and price split per lot, or the cut-off. Those sit in each bidder's own assessment summary, which is why the document in your inbox matters more than any press report.

The notices also say nothing about why a firm lost. Where we offer an explanation in the linked posts, we label it clearly as a practitioner view rather than something the notice proves.

What to do next, in this order

The three routes in the last post below are where most suppliers who miss a Pagabo place end up, in the order we would try them.

  • Read your assessment summary today. On the Developer-Led framework the standstill period ends on 15 October 2026, which is six days away.
  • Work out the gap score by score, not just the headline total.
  • Decide the route: challenge with a solicitor, rebid the next round, work through an appointed contractor, or move to a live framework with a date.
  • Put a date against each route. A framework place is worth most in the first year, and the call-offs are already being issued.

When do the new Pagabo frameworks start?

Developer-Led Schemes runs from 19 October 2026 to 19 October 2030 per the award notice. Trade press reports Major Works 2026 and the Civils framework also launching on 19 October 2026, each for four years.

How many suppliers did Pagabo appoint in 2026?

52 to Developer-Led Schemes (from the award notice), and 56 to Major Works 2026 and 111 to Civils per trade press. Some firms hold places on more than one framework.
