Missed Pagabo? Three routes back to the same buyers, with dates

By Jean-Pascal Olivier, Co-Founder and Director, Glaxtons Consulting. Published 9 October 2026.

A missed Pagabo place does not remove you from the market. The framework buyers still have to procure, the appointed firms still need capacity, and several live frameworks close within weeks. In the order we would try them: work with the firms that were appointed, bid for a live framework with a date, and prepare early for the next round.

Route 1: the supply chain of the appointed firms

The 52 firms on the Developer-Led framework and the 56 and 111 on the other two frameworks are about to start winning call-offs. Many are large contractors and developers with limited bid capacity and a real need for specialist subcontract partners, design teams and advisers. They do not need to run a competition to take on a partner they trust.

That route is fastest if you can show a ready, evidenced offer: the schemes you have delivered, the regions you cover, the accreditations you hold and the capacity you can mobilise. It is also where we help main contractors directly, through bid support for main contractors and a bid team that can be in place in days.

Route 2: live frameworks with a date

These are the live entries on our tracker, each checked against its notice. Dates are updated whenever the tracker is.

Route 3: the next round, prepared properly

Pagabo's frameworks run for four years. The Developer-Led term ends on 19 October 2030 and a re-procurement is normally signalled well ahead of expiry. Suppliers that start building evidence now, in the right lot, with the right accreditations, enter that competition ready rather than assembling a response in six weeks.

Use the assessment summary as the starting point. Every mark you lost is a line on a work plan.

Which route first

Tell us which framework you missed and what you sell, and we will map the three routes against your position in one Microsoft Teams call.

  • If you have a delivery capability and can mobilise quickly, start with route 1 and route 2 in parallel.
  • If your score gap was a missing certification or financial standing, fix that first, because it limits all three routes.
  • If you were within a few marks of an appointment, route 3 is the best value.

Questions suppliers ask

Can I work on Pagabo projects without a framework place?

Yes, as a subcontractor, design partner or adviser to an appointed firm. The framework only governs who the buyer can award to directly.

When will Pagabo re-open its frameworks?

The current terms run for four years from October 2026, so the next full round is some years away. Pagabo publishes its forthcoming procurements on its own site and in the Find a Tender pipeline.

Missed a Pagabo place, or have a deadline inside two weeks?

Send us your availability for a Microsoft Teams call. Bring your assessment summary or your tender pack and we will tell you, in that first conversation, what the data says about your position and which route is worth your time. If a deadline cannot be met we will say so before any fee is agreed.

Our record: a 93 per cent success rate across 500 plus submissions, 2022 to 2025, against an industry average of 60 to 75 per cent (APMP and Bid Solutions).
