Missed out on the Pagabo Major Works 2026 framework? How the places were won and what to do now

Trade press reports that 56 suppliers were appointed to the £5bn National Framework for Major Works 2026 (PA23-YPO-0002), which runs for four years from 19 October 2026 and covers projects from £5m to £60m plus. Places were capped: one collaborative partner per Lot 1 sub-lot and up to nine contractors per region and value band on Lots 2 to 5. That makes it a ranking exercise, so a good submission could still lose.

What we know and how we know it

The Major Works figures on this page come from trade press, chiefly Place North West on 7 October 2026 and Construction Enquirer's April report on the tender. We have not yet processed the Find a Tender award notice, so we have no bid counts per lot and we do not show any. When we have, this page will be updated and the row on the results table will change from trade press to primary source.

Why a capped framework feels unfair

A threshold framework appoints everyone who clears the bar. A capped one appoints the best-scoring few. Pagabo capped Lots 2 to 5 at up to nine contractors per region and value band, so a contractor who scored well could still be ranked tenth in a region where only nine places existed. The assessment summary shows that distinction: if your quality score is high and your price score is middling, the ranking may have turned on price.

That is also why a debrief matters more than a re-read of your submission. If you finished just outside the cap, the gap is probably small and cheap to close next time. If you were far outside it, the gap is structural.

The four things the assessment summary tells you

Press reports say Major Works launches on 19 October 2026 after a standstill. Your own letter carries your standstill date. Do not rely on a date from an article.

  • Your score on each quality question against the maximum available
  • Your price score, and whether the pricing model rewarded the lowest rates or the best-evidenced ones
  • The reasons the evaluator gave for the award decision
  • The date the standstill period ends, which is the last day on which a challenge can stop the contract being signed

Routes back in for Major Works

  • Work for an appointed main contractor. Their frameworks call-offs need subcontractors, design partners and supply chain capacity from day one.
  • Bid on live frameworks with open dates. The [tender deadlines page](/tender-deadlines) lists them with the notice each was checked against.
  • Prepare early for re-procurement. This was the third generation of the framework, and previous iterations supported projects worth over £3bn per the trade press, so the next round will come.

Can I still get work from the Major Works framework if I was not appointed?

Not directly as a framework supplier. You can work through an appointed main contractor, and call-offs from the framework create subcontract demand for design, specialist and supply chain firms.
