Missed out on the Pagabo Developer-Led framework? What the award notice data shows

If you bid for the Pagabo National Framework for Developer-Led Schemes and were not appointed, you were one of 24 organisations in that position. 76 distinct organisations bid, 52 were appointed, and the lots varied enormously: 100 per cent of Lot 2 bidders were appointed, against 45.2 per cent on Lot 7 and 48.3 per cent on Lot 1. Your assessment summary was sent on 5 October 2026 and the standstill period ends on 15 October.

These figures come from the contract award notice on Find a Tender, 094430-2026, published 6 October 2026. Bids are the lot bids the notice records, and appointments are the suppliers listed against each award.

What the data supports
- Lot choice decided a lot of outcomes. Appointment rates ran from 45.2 per cent (Lot 7) to 100 per cent (Lot 2). A supplier entering only the two advisory lots faced much worse odds than one entering the SPV and development agreement lots.
- The framework favours breadth, but not exclusively. Twenty-three of the 52 firms hold four or more lots. Sixteen hold just one, so a focused single-lot bid was a viable route in.
- Small firms bid in numbers. The notice records 88 SME bids across the seven lots at final stage, about 44 per cent of the 202 lot bids. It does not say how many SMEs were appointed, so nobody can honestly claim SMEs did better or worse.
- The prize is concentrated. Lot 6 holds about 63 per cent of the £26bn advertised value, and 23 firms share it.
What the data does not support
The notice does not tell you the scoring, the weighting of quality against price on any lot, or where the line fell. Anyone who tells you exactly why a particular firm lost, without having read that firm's assessment summary, is guessing. Your own summary is the only evidence for your own result.
What to do in the next six days
We do the scoring gap analysis. It takes 24 to 48 hours from the moment we have your assessment summary and your original submission, and it gives you and your solicitor the same facts to work from.
- Day one: read the assessment summary line by line and mark every criterion where you scored below the maximum.
- Day two: set your answers against the published question and the evaluation guidance, and write down in a sentence what the evaluator wanted that you did not give them.
- Day three: decide whether the gap is a scoring error, a missing piece of evidence or a weaker answer. Only the first is a basis for challenge, and that call belongs with a procurement solicitor.
- Before 15 October: if a challenge is on the table, instruct the solicitor now. After the framework agreement is signed on or around 16 October the options narrow considerably.
If you stay out, the work is not over
Appointed developers and contractors now need partners, advisers and supply chains for call-offs worth up to £26bn. The Developer-Led framework only works if the appointed firms can deliver, and many of them are large organisations that buy specialist capacity, from bid writing to development management, from suppliers they trust. The award notice states that the standstill period ends on 15 October 2026. Assessment summaries were sent on 5 October 2026 and the framework term starts on 19 October 2026.
