Missed out on the Pagabo Civils, Infrastructure and Enabling Works framework? What the result means

Pagabo has appointed 111 suppliers across 13 lots to its £4.29bn National Framework for Civil Engineering, Infrastructure and Enabling Works 2026, its largest infrastructure procurement to date, according to trade press published between 1 and 9 October 2026. It merges the earlier Civils and Infrastructure framework and the Demolition and Land Preparation framework into one, which put two supplier pools into a single competition.

These figures are from trade press, mainly The Construction Index and New Civil Engineer. The full supplier list is on Pagabo's own site. We have not yet processed the award notice, so this page carries no bid counts or appointment rates, and none have been estimated.

What consolidation does to the odds
When two frameworks become one, the competitor set for each lot grows. A demolition specialist that used to compete in a pool of demolition firms now competes against remediation, enabling and infrastructure contractors who also bid for that lot. That is an inference from the structure and not a figure from a notice, but it matches what we hear from bidders: more lots, more bidders, and a higher bar for relevance evidence.
111 appointments across 13 lots is a large number of places. Until we have read the notice we cannot say how tightly each lot was capped, so check your own assessment summary for whether you failed a pass mark, scored too low on a weighted question, or were ranked outside the places available.
What to do with your assessment summary
- Find the questions where you lost the most marks. A pass/fail failure is a different problem from a low score.
- Check whether your lot choice matched your evidence. Press coverage lists rail, aviation, highways and defence lots, and each one asks for evidence of that specific market.
- Check your standstill date and decide with a solicitor, if a challenge is being considered, before it passes.

The 111 appointed firms include national contractors that now hold call-off rights on public sector infrastructure. They need specialist subcontractors and delivery partners.
