The CWAS3 ITT Window (Now Closed): What It Covered and What's Next

Crown Commercial Service published the CWAS3 (RM6320) Invitation to Tender on 27 March 2026. The submission window closed at 15:00 on 21 May 2026, and the framework commences 21 January 2027. Below is the week-by-week action plan that was used during the ITT window, kept as a reference for the next CWAS3 intake, call-off bids, and subcontracting routes.

The CCS CWAS3 framework (RM6320) ITT has now closed. This is the UK government's primary construction procurement framework, covering construction works, civil engineering, infrastructure, healthcare (ProCure24), defence, international, and nuclear projects with an estimated value exceeding £30 billion over 96 months. It is a closed framework: submissions closed on 21 May 2026 and the framework commences 21 January 2027. The routes in now are call-off bids, subcontracting onto appointed suppliers, and the next CWAS3 intake. The next framework at this scale, CWAS4, is unlikely before 2034.

The submission window was eight weeks, tight but manageable with the right structure. Below is the week-by-week plan that Glaxtons used with its clients, kept as a reference for the next intake and for firms pursuing call-off and subcontracting routes. Week 1 (27 March to 4 April)

Register and Express Interest

Register on the CCS BravoSolution eSourcing portal if you have not already done so
Express interest in the CWAS3 RM6320 opportunity to gain access to the full ITT document pack
Download and review all 45 buyer attachments, pricing workbooks, and the quality questionnaire
Identify which lots and sub-lots are relevant to your organisation's capability and geographic footprint

Week 2 (4 April to 11 April)

Lot Strategy and Financial Assessment

Confirm your lot and sub-lot selection based on capability analysis and financial standing
Determine whether you need the Silver FVRA tool (under-£5m regional sub-lots only) or the Gold FVRA tool (all other sub-lots)
Begin gathering two years of published accounts for the FVRA assessment
Rank your regional sub-lot preferences for Lot 1 and Lot 2 under-£5m bands (maximum four awards per lot)

Week 3 (11 April to 18 April)

Draft Clarification Questions

Draft clarification questions for CCS on any ITT ambiguities
Submit clarification questions through the BravoSolution portal (deadline 30 April, but aim for 15 April)
Begin drafting quality responses for SC&QM1, CI&CA1, CL1, and RD1
Identify and prepare case study evidence for comparable project delivery

Weeks 4 to 5 (18 April to 2 May)

Quality Responses and FVRA Completion

Complete the FVRA tool and draft any required financial mitigation commentary
Finalise all quality question responses against the CCS marking scheme
Ensure every quality response uses the maximum available character count
Prepare social value declaration with quantifiable commitments

Weeks 6 to 7 (2 May to 14 May)

Pricing and Internal Review

Complete all pricing matrix workbooks for every selected sub-lot
Verify overhead and fee percentages across NEC3, NEC4, JCT, SBCC, and PPC2000 contract types
Conduct internal review of all submission documents for completeness and accuracy
Review CCS clarification responses (published 11 May) and adjust any affected content

Week 8 (14 May to 16 May)

Portal Upload and Final Submission

Upload all completed documents to the BravoSolution portal
Verify every mandatory field is complete and every pricing tab is populated
Submit your tender response at least five working days before the 21 May deadline
Do not leave submission to deadline day due to portal congestion risks
