The 7 Reasons CWAS3 Applications Fail (and How to Avoid Them)

The CCS CWAS3 framework (RM6320) uses a threshold-based award model. There is no supplier ranking. Every bidder who achieves the minimum quality and financial threshold secures a framework place. This sounds straightforward, but it means the quality of your written submission is the single factor that determines success or failure. You are not competing against other bidders. You are competing against a scoring floor. Here are the seven reasons applications fall below that floor.

1. Insufficient Evidence of Similar Projects

The most common reason CWAS3 applications fail is a lack of relevant case study evidence. Evaluators need to see that you have delivered comparable projects at the scale and complexity of the sub-lots you are targeting. A general list of past projects is not enough. Each case study must clearly articulate the challenge, your approach, the deliverables, and the measurable outcomes achieved. If you cannot evidence comparable project delivery, your quality scores will fall below the threshold regardless of how well your methodology is written.

2. Below-Threshold Methodology Responses

CWAS3 quality questions (SC&QM1, CI&CA1, CL1, and RD1) are scored against specific sub-criteria. Many applicants write generic methodology responses that fail to address the precise questions asked. Each response must directly answer the question, reference specific evidence, and demonstrate how your approach delivers measurable outcomes. Responses that describe your services in general terms without connecting them to the CCS evaluation criteria will not achieve the quality threshold.

3. Non-Compliant Pricing Schedules

Every sub-lot has its own pricing matrix workbook covering overhead and fee percentages, design rate cards, staff and management rate cards, and labour rate cards across NEC3, NEC4, JCT, SBCC, and PPC2000 contract types. Any incomplete pricing tab for a selected sub-lot results in automatic disqualification for that sub-lot. This is not a discretionary decision by evaluators. It is a compliance rule. Firms that treat pricing as an afterthought frequently discover that entire sub-lots have been disqualified because a single rate card was left incomplete.

4. Missing ISO Certifications

Schedule 14 of the Framework Alliance Contract requires all Supplier Alliance Members to hold ISO 9001, ISO 14001, and ISO 45001 throughout the framework life. While you can submit a tender without holding the full ISO suite, you must have these certifications in place before the framework commencement date of 21 January 2027. Firms that do not hold ISO certifications and have not initiated the certification process risk being unable to accept a framework place even if their tender is successful.

5. Poor Social Value Content

The Social Value Declaration carries a 10% weighting and is assessed on a pass/fail basis. Answering No results in automatic disqualification. Many applicants underestimate the importance of social value and provide vague commitments without measurable outcomes. Your social value content must demonstrate specific, quantifiable commitments to local employment, skills development, environmental impact reduction, and community benefit. It must be integrated into your methodology, not treated as a standalone tick-box exercise.

6. Underestimating Word Count Quality Requirements

CWAS3 quality responses are entered directly into BravoSolution portal text boxes with character limits per question. No attachments are permitted for quality responses. Many applicants submit responses that are significantly shorter than the available character limit, leaving evaluation marks on the table. Every character counts. Responses should be written to achieve the maximum character count while maintaining quality and relevance. Short responses signal to evaluators that you have not fully addressed the question.

7. Submitting Close to the Deadline

Portal congestion and technical issues are a recurring problem with BravoSolution, particularly in the final hours before major framework deadlines. Firms that attempted to submit on 21 May 2026 at 14:55 risked upload failures, timeout errors, and incomplete submissions. CCS does not accept late submissions under any circumstances, even when the delay is caused by portal issues. Glaxtons targets client submissions at least five working days before any deadline.
