How to Answer Tender Quality Questions and Score Higher

Quality questions carry most of the marks in a modern tender, often 60 per cent or more of the total score. Yet suppliers routinely lose them not because they lack the capability, but because they do not write to the marking scheme. Understanding how evaluators award marks is the single biggest lever on your score.

This guide explains how tender scoring actually works and how to reach the top band, question by question. It is free and applies across the public sector.

1. How marking schemes work

Most quality questions are marked against a banded scheme, for example 0 to 4 or 0 to 5, with a published description of what each score means. A top-band answer is usually described as one that fully addresses the requirement with substantial, relevant, specific evidence. A middle-band answer addresses the requirement but with limited evidence or specificity. Your job is to write, deliberately, to the top-band description.

2. Deconstruct the question first

Before writing, break the question into every element it contains, including anything in the guidance notes and the weighting. Buyers frequently bury three or four separate asks in one question. Answer all of them, in the order asked, and you remove the most common reason answers score in the middle band: partial coverage.

3. Evidence everything

  • Replace claims with proof: metrics, case studies, named people, accreditations
  • Use specifics from this contract: sites, volumes, timelines, constraints
  • Show outcomes, not just activities, in the buyer terms
  • Where the scheme rewards it, add innovation and added value with evidence

4. Structure for the marker

Evaluators mark many bids under time pressure. Lead each answer with the key point, use headings that mirror the question, and use tables or diagrams to compress detail. Make it effortless for a marker to find, for each element of the question, the evidence that justifies a top-band score.

5. Respect the mechanics

  • Stay within word and character limits. Excess may not be marked
  • Follow the format rules exactly, including file types and templates
  • Do not rely on appendices unless the question allows them to be marked
  • Answer each question standalone. Markers may score them independently

6. Why quality answers lose marks

  • Writing about capability in general rather than this contract
  • Answering some parts of the question and missing others
  • Claims without evidence, which cap you in the middle band
  • Ignoring the marking scheme language the evaluator is using
  • Running over the word count, so the strongest point is not read
