How to Write a Tender Mobilisation Plan

By James Lopez, Bid Strategy Lead, Glaxtons Consulting

The mobilisation plan is where a buyer decides whether they believe you can actually deliver what you have promised. It is often scored, and it is always read by the people who will have to live with the consequences if the transition goes wrong. A vague mobilisation answer undermines an otherwise strong bid.

This guide gives you a reusable structure for a mobilisation plan that reassures the buyer and scores. It is free and works across sectors.

1. What a mobilisation plan is for

A mobilisation plan sets out exactly how you will move from contract award to full, safe, compliant service delivery, and by when. The buyer is looking for evidence that you have done this before, that you understand the risks specific to their contract, and that you have a credible, dated plan rather than good intentions.

2. Structure the first 90 days

Adapt the timeline to the contract. The point is to show a phased, dated plan with clear milestones, not a single vague paragraph about being ready on day one.

  • Days 0 to 30 - governance set up, key appointments, kick-off, and any TUPE consultation
  • Days 30 to 60 - systems, training, mobilisation of resources, and readiness checks
  • Days 60 to 90 - go-live, early-life support, and the move to steady-state delivery

3. Name the people and the governance

Buyers trust plans with names on them. Identify the mobilisation lead and key roles, set out the governance and reporting during transition, and show how the buyer will be kept informed and in control. A named, accountable mobilisation lead is a strong, simple signal of competence.

4. Address risk, TUPE and dependencies

  • The real mobilisation risks on this contract, with specific mitigations
  • TUPE consultation and onboarding, where staff transfer
  • Dependencies on the buyer, and what you need from them and when
  • Business continuity so there is no gap or drop in service at handover

5. Make it specific and evidenced

Reference a comparable contract you have mobilised, with the outcome. A plan that clearly reflects this contract, its sites, its volumes and its constraints, and that is backed by evidence you have done it before, scores far higher than a generic template. Show the plan, then show it has worked.

Frequently Asked Questions

What is a mobilisation plan in a tender?

A mobilisation plan sets out how you will move from contract award to full, safe, compliant service delivery, and by when. It is often scored and is read by the people responsible for the transition, so it must be credible, dated and specific.

What should a mobilisation plan include?

A phased timeline, commonly the first 90 days with clear milestones, named roles and governance, risk and contingency, TUPE and onboarding where relevant, dependencies on the buyer, business continuity, and evidence of comparable mobilisations you have delivered.

How long should the mobilisation period be?

It depends on the contract, but a phased plan across the first 90 days is common, moving from governance and appointments, through systems and training, to go-live and early-life support. Adapt the timeline to the specific requirement.

Why do mobilisation plans lose marks?

The usual reasons are vagueness with no dates or milestones, no named roles, ignoring the real risks and dependencies, no TUPE or continuity planning, and a generic template that could apply to any contract rather than this one.
