Winning a place on a framework feels like the finish line. It is actually the starting line. A framework is a pre-qualified route to work, but the work itself is awarded through call-offs, either by direct award or by mini-competition. Suppliers who understand this win far more from their framework places than those who sit back and wait for the phone to ring.

1. What a framework actually gives you

A framework agreement is a list of pre-approved suppliers, usually arranged into lots, that buyers can use to award contracts without running a full open procurement each time.
