Weekly CCS Pulse: What UK SMEs Should Watch (week of 26 June 2026)

This is the weekly checkpoint for SMEs working on or already trading through Crown Commercial Service frameworks. The week starting 2026-06-26 brings no major new framework launches, but plenty of practical movement worth your attention if you're chasing call-off contracts or preparing applications due later in the year.

We focus on three things: one opportunity to track, one mistake we've seen twice during the week starting 2026-06-26, and one action you can take today if you're already on a framework but not yet winning work.

Current opportunity: RM6320 CWAS3 call-offs in the construction pipeline

As of 2026-06-26, the Construction Works and Associated Services framework (RM6320) continues to generate the most consistent call-off volume for SMEs in the £500k to £5m project range. This is the current iteration, operational since its launch, and it remains the default route for public sector construction procurement across central government, NHS estates, and an increasing number of local authorities.

If you're on RM6320, you should be monitoring Contracts Finder and your lot-specific portal notifications daily, not weekly. Call-offs are moving faster than they did under the previous CWAS2 framework, and response windows are tighter. We're seeing further competition notices with seven to ten working days for PQQ return, and full tender windows of 15 working days becoming standard.

The practical implication: you need your case studies, insurances, and financial evidence current and accessible before you see the notice. Preparing during the tender window is too late.

For SMEs not yet on the framework, the next application window has not been announced. CCS runs dynamic frameworks on a periodic refresh cycle, but there is no published schedule for the next entry point as of 2026-06-26. If you're targeting construction call-offs and missed the original CWAS3 application round, your interim options are Pagabo Major Works or SCAPE, both of which have SME routes and operate similar commercial models.

Common mistake: assuming framework award equals revenue

We have spoken to two SMEs during the week starting 2026-06-26 who believed being awarded a place on a framework would automatically generate work. It does not, and this misunderstanding burns cash and management time.

A framework award gives you the right to bid for call-off contracts. It does not deliver revenue, pipeline, or even qualified leads. The competitive work starts after you are appointed to the framework, not before.

Here is the commercial reality. On RM6320, there are over 700 suppliers across all lots. On RM6291 NHS P23, the panel runs into hundreds. On RM6232 NEPRO4, competition is segmented by lot and value band, but you are still one of dozens.

Buyers run mini-competitions. You submit. You may get shortlisted. You pitch or negotiate. Then, maybe, you win. The time from framework award to first invoice can easily run six to nine months for an SME without prior public sector relationships.

The other side of this mistake is underestimating what it takes to convert framework presence into call-offs. You need someone monitoring opportunities, writing responses, managing submissions, and attending clarification meetings. For most SMEs, that is at least two days per week of senior time, or a dedicated bid resource. Budget for it, or accept that your framework place will sit dormant.

Quick win: refresh your case studies with client outcomes, not deliverables

If you are already on a CCS framework but not winning call-offs, the single highest-return action during the week starting 2026-06-26 is to rewrite your case studies with a focus on measurable client outcomes rather than what you delivered.

Public sector evaluators score against published criteria. Those criteria almost always include social value, risk mitigation, efficiency gain, or cost control. A case study that describes what you did is baseline. A case study that quantifies what the client achieved because you did it scores higher.

Here is the difference. Weak version: "We delivered a 12-week refurbishment programme for a sixth-form college, completing on time and within budget." Strong version: "We delivered a 12-week refurbishment programme for a sixth-form college, enabling them to increase capacity by 15 per cent without extending the build footprint, and completing two weeks ahead of schedule to avoid disruption during exam season."

The second version gives the evaluator something to score. It shows you understand the client's operating context, not just the technical scope.

Do this for your three strongest case studies. Make sure each one includes a number: percentage saved, weeks recovered, units increased, complaints reduced, carbon avoided. If you do not have the data, phone the client and ask. Most will give it to you, especially if you frame it as supporting a public sector bid.

This is a four-hour job. It will improve your next three submissions immediately. If you are not sure which outcomes matter most for a given lot or framework, the evaluation criteria published in the framework agreement will tell you. Read them. Score yourself honestly. Rewrite accordingly.

What the week starting 2026-06-26 is not

There are no new framework awards to report as of 2026-06-26. There are no imminent deadline extensions we are tracking. CCS has not published new guidance or shifted eligible supplier definitions in the past seven days.

This is normal. Most weeks are operational, not legislative. The work is in the call-offs, the mini-competitions, and the client relationships you build once you are on a framework.

If you are waiting for a big announcement or a perfect moment to start, you are losing time. The SMEs winning public sector work today started 18 months ago, built pipeline slowly, learned the evaluation pattern, and treated it as a long commercial game.

A note on the £2 million myth

Some require nothing more than evidence of solvency and appropriate insurance. Others set turnover multiples relative to contract value, not absolute floors.

If someone is selling you a service on the basis that you are too small for CCS frameworks, ask them which specific framework and lot they are referencing, and to show you the published selection criteria. If they cannot, they are guessing or oversimplifying.
