Weekly CCS Pulse: What UK SMEs Should Watch (week of 13 June 2026)

This is the week starting 2026-06-13, and three things matter for SMEs working with or targeting Crown Commercial Service frameworks: one live opportunity worth your attention, one avoidable mistake we are seeing buyers make right now, and one quick action if you are already on a framework but underperforming.

One opportunity: RM6320 CWAS3 mini-competition activity is picking up in the Midlands

As of 2026-06-13, we are tracking a noticeable uptick in construction-related mini-competitions being published under RM6320 (Civil Engineering and Associated Services, Wave 3). Specifically, local authorities and housing associations in the West Midlands and East Midlands are issuing tenders in the £400k to £1.8m range for drainage upgrades, highway reconstruction, and flood mitigation work.

If you are on RM6320 and your core capability sits in civil engineering, earthworks, or utilities infrastructure, this is your week to scan the usual portals properly. Not every Friday afternoon. Daily.

The pattern we are seeing is short turnarounds: 14 to 21 days from publication to submission deadline. Buyers are under pressure to commit budget before the end of Q2 in the 2026-27 financial year, and they are moving faster than the leisurely six-week cycles we saw earlier in the spring.

For SMEs not yet on RM6320, this underlines a commercial reality. You do not earn from framework award. You earn from call-off contracts. The previous CWAS2 framework awarded in 2021 had plenty of suppliers who celebrated getting on the list, then never won a single tender because they did not resource the pursuit phase properly. One common mistake: assuming every lot needs a case study from the last 12 months

During the week starting 2026-06-13, we reviewed three draft applications where SMEs had ruled themselves out of otherwise suitable lots because they believed the case study requirement demanded a contract completed or delivered within the preceding 12 months.

It does not, in most cases.

CCS guidance typically asks for case studies that demonstrate relevant capability. The recency requirement, where stated, usually says "within the last three years" or "within the last five years" depending on the framework and lot. Some lots have no stated time limit at all, only a relevance and scale threshold.

We see this mistake most often on RM6232 (NEPRO4, the Network Provision framework) and RM6291 (the framework originally designated NHS Procurement Services in the previous 2023 iteration). An SME will have a solid case study from an earlier 2024 or early 2025 delivery, well within any reasonable recency window, but they panic and either stretch a smaller, less relevant recent project into something it is not, or they skip the lot altogether.

Stretching a case study is worse than using an older, stronger one. Evaluators can tell. They score you down for lack of genuine fit, and if the exaggeration is obvious, you risk a failed compliance check.

Here is the fix: read the lot specification properly. Not the summary. The actual words in the technical envelope of the framework documentation. If it says "demonstrate capability with a comparable example", and your historical 2024 case study is genuinely comparable in scope, sector, and value, use it. Do not invent recency rules that are not there.

If you genuinely do not have a case study that fits within the stated period, you probably should not be applying to that lot yet. Wait, deliver the work, then apply at the next refresh. Frameworks run for years. There is no commercial benefit to getting on a lot where your evidence is weak and your win rate will be close to zero.

One quick win: update your framework profile with Q1 2026 performance data

If you are already on a framework and you delivered a call-off contract in Q1 2026 (April or May), add it to your supplier profile during the week starting 2026-06-13. Most SMEs do not do this until they are forced to during a mini-competition PQQ refresh, and they lose a marginal advantage as a result.

Buyers filtering suppliers by track record, especially on frameworks like RM6188 (Professional Services) and RM6291 (the framework previously designated NHS Procurement Services in the earlier 2023 award), often sort by recent activity. If your last visible case study is from earlier 2025 and a competitor's profile shows a contract delivered in May 2026, you are less likely to be invited to quote, even if your capability is stronger.

This is a 20-minute task. Log in to your CCS supplier dashboard, navigate to the relevant framework, and add a brief description of the call-off you delivered. Include contract value, buyer name, scope, and outcome. No marketing language. Just facts.

If the call-off is still live and confidential, add what you can without breaching any non-disclosure terms. Even a line that says "ongoing contract delivery for a central government department, £X value, services in scope include Y and Z" is better than a profile that looks dormant.

The commercial impact is small but real. We estimate it increases your invitation rate to mini-competitions by around 8 to 12 per cent, based on patterns we see across clients. That might be one extra opportunity per quarter. Depending on contract size, that one extra opportunity could be worth £40k to £400k in revenue. For 20 minutes of work, the return is hard to argue with.

This applies especially if you are on multiple frameworks. Update all of them. Buyers do not cross-reference. If you won a highways contract under RM6320 and you are also on Pagabo Major Works, update both profiles. The same buyer might check both frameworks depending on budget route and procurement team.

What this means commercially

The thread connecting all three points for the week starting 2026-06-13 is the same: frameworks reward active, disciplined pursuit, not passive presence on a supplier list.
